Established Commissioning NSW and a similar entity in Queensland Government to undertake service performance reviews, improvement strategies and test market competition to determine best public service outcomes. Spent two years working with ANZOG and other Government economist and professors, developing policy and practice guides to enhance government approaches. Lectured at University on the subject matter.

Developed the business case to establish the first commercial-scale viral vector manufacturing facility in Australia which was approved by the NSW Government in November 2021.

Developed an integrated financial model to support different options and vendor inputs to ensure the best value for money was achieved.

Development of commercial advice for the investment proposition and transaction for an industry partner to co-invest with government in Australia’s first commercial-scale viral vector manufacturing facility (VVMF). Provided advice for the suite of commercial documents for the establishment of the new for-profit organisation (NewCo) that would own and operate the VVMF.
